New civil servants must complete training: Nip

The Secretary for the Civil Service, Patrick Nip, said newly appointed civil servants must complete a basic training programme during their three-year probation period.

Speaking on RTHK’s Overview Policy programme, Nip said the training would cover areas such as the mission and roles of civil servants, the constitutional order, the One Country, Two Systems principle, national development and the national security law.

“It would be a requirement to take these classes and not just an option,” he said.

With the setting up of a Civil Service College at the end of last year, Nip added that the government also hopes to enhance training for existing government workers.

He also noted that a systematic programme would be put in place to train senior civil servants with potential so that they can shoulder more important responsibilities in the future.
